THE EARLY CHILDHOOD CONSULTATION (ECC) PROGRAM
Designed to prevent the development of serious emotional disturbance in children, the Early Childhood Consultation (ECC) Program provides WestCop Head Start programs clinically trained staff to improve children and families' access to and utilization of early intervention mental health services. ECC staff also: enhance teachers' ability to identify and manage challenging behaviors and emotions; reduce staff stress and increase their sense of efficacy in the classroom; and promote and teach staff professionalism.

ECC Program staff provides the following treatment, consulting and support services at no cost to children and families enrolled in sixteen WestCop Head Start centers throughout Westchester:

Therapeutic Services: mental health treatment and assessment for children, their parents and families.

Crisis Intervention: for families experiencing specific trauma, including domestic violence, bereavement, incarceration, abuse or neglect. Consultation is provided to Head Start staff, individually and in-groups, on how family traumas and community crises affect the children and families in their care as well as staff.

Parent Outreach: parent workshops and discussion groups on relevant topics in child development, including discipline and behavioral management of children, stress management and identifying signs of emotional distress. ECC staff assist in designing programs to strengthen parents' relationship with their child care program and to foster ongoing communication between parents, teachers and family workers.

Teacher Consultation: individual and group consultation and training in child development, behavior management and trauma to teachers in regularly scheduled conferences and ad hoc meetings. Strategic advice and guidance regarding specific issues with difficult and distressed children in the classroom are also provided.

Staff Development: ECC staff provide administrative and educational staff training and support related to staff management, stress reduction, crisis response, and interfacing with external organizations for referral and collaboration.
